Supported by the Lower Rhine Council and located in the rural zone of La Walck (North Alsace, France) ADEC is an economic development association certified technopole (Retis network), specialised in Information Technology (IT), sustainable development and new energies.

ADEC supports entrepreneurs, businesses and local authorities wishing to integrate an IT dimension and/or sustainable development into their activities, and has established a gateway with the University of Strasbourg.

In 2006 ADEC, with the ADEAN and local company directors, set up and led the "Rural Excellence Pole" in Northern Alsace on renewable energies (www.peren.org). The PEREN project, running from September 2006 until December 2008, was developed in response to the French national call for “Rural Poles of Excellence” in March 2006 and brings together into a cluster more than 35 committed partners (enterprises, farms, cooperatives, associations and local authorities) working in renewable energies in Northern Alsace. The project contains 15 operations organised into 6 sub-projects, which has both encouraged the emergence and implementation on a local level of new projects and the deployment of new actions. Two key project elements are its Scientific and technical committee with more than 50 members covering the main RES themes, and a collaborative IT platform facilitating both the monitoring of strategic and technological developments in RES and also the detection, development, realisation and support of new RES projects in the local area.
The success of the PEREN project led ADEC to seek out other existing initiatives and projects working in similar areas on a European level.  The result being the ”RETS: Renewable Energies Transfer System” project.

ADEC has more than 16 years experience in European projects and has been previously leader of FP5 (IST) and INTERREG III A projects. ADEC currently leads the Interreg IV A project IT2Rhine, and in particular the working group on Green IT in the Upper Rhine Valley (www.it2rhine.com). ADEC also participates in the 5 year INTERREG IV B NWE project GREENOV which aims at developing the economic sector of sustainable renovation in North West Europe by stimulating the innovation capacity of SMEs working in this field (www.greenov.net).

ROLE IN THE PROJECT

As well as being the project initiator, ADEC is the lead partner of RETS and coordinates the project administrative and financial tasks (component 1).

ADEC actively takes part in and supports all of the project activities linked to communication (component 2),  the exchange of experience and the identification of regional initiatives in renewable (component 3) will be led by IESR (UK). 

From its previous knowledge and lessons learned through the setting up of a local competitive intelligence service on RES (RES: renewable energies), ADEC will coordinate the creation of the interregional RES policies collaborative tool in component 4.

Through the RETS project, ADEC aims to capitalise on the actions carried out by the PEREN project, developing synergies between the different partner regions so as to provide a platform for exchanging and transferring experience on an interregional level, and therefore give usable tools based on existing initiatives, to local authorities to help them develop and implement their policies in renewable energies. The project will also allow ADEC to deploy IT tools in a wider multicultural environment showing how IT can be a vector for the development of other sectors.
